It is common to make use of the accident rate, known as a lagging indicator for a quantitative assessment of the safety culture of a society. Previous studies attempted to capture the safety culture by employing this lagging indicator, but there was no study focusing on the leading indicator such as the incident-reporting rate. On this basis, this study aimed to suggest a conceptual model guiding the way to measure the safety culture with the leading indicator and to document how the incident-reporting rate (i.e., a leading indicator) changes with the characteristics of the personal factors.
